Many Florida insurers won't renew policies on older roofs, so roof age is often the trigger for replacement. Current Florida code re-roofs include a sealed roof deck and enhanced nailing, which can earn wind mitigation credits.

Roof Replacement: common questions
Does the 25% rule force a full roof?
It can, for older roofs. If the existing roof was built, repaired or replaced to the 2007 Florida Building Code or later (generally permitted after March 1, 2009), only the repaired portion must meet current code, even when 25% or more is repaired. Older roofs remain subject to the 25% rule.
